I've had this idea floating in my head for a while....I originally thought of using it as a card front, but I love the effect as a tag too!
A note about snow paint...because of the shaving foam, I'm not sure just how "archival" this is (I've read that shaving foam is in the range of "good" archival quality, but I'm not sure I would want to use it in a SCRAPBOOK per se)., It works great on a card though...I painted it on some card stock at the beginning of the year, and the card stock is fine still. The only caveat is that, while it is dimensional, it is SOFT even after drying for several days. So, if it is used on a card that will be mailed, the card should be enclosed in a box to protect the snow paint from fingerprints and flattening.
